A good idea not developed sufficiently to match the strength of the concept.
The book takes a very long time to build up to a powerful concept, but then doesn't make much of it. It was such a great idea that would have been better if it had been exposed sooner and developed more during the book. Fans of Robert Charles Wilson may find the dystopian near future vision resonates, but this is not developed strongly either.
